Yes, but it has been a VERY long time ago. My father teaches evidence technology/crime scene investigation to various police departments around the United States and is SUPREME at PhotoShop. He writes all of the text/materials he uses for his classes. Maybe sometime I'll post a couple of his photographs ... before and after.

Actually, in Europe, which is where that's likely from (based on the in-ground signage), it's a common urban practice to build public spaces that can be modified as needed. Those are probably Bollards which retract into the ground when the area is used as a market or festival rather than sidewalks adjacent to roadways.

What's funniest about that video is that from being over the pond before, I'd be willing to bet that there are at LEAST 3 or 4 large warning signs before you get to those things.
 
Definately a photo shop job, if you look at the base of all the bollards there is a square depression. Now look at the one at 6 o'clock nothing there, i would say that has been shopped on, plus the edges do not seem as sharp as the others.;)
 
I'd put money on the fact that there are NO bollards. All of them are photoshopped. Save the pic, then zoom in and see for yourself.:D;)
Those guys are only laying the paving.

It also looks very tight, but it looks like the truck could have driven between the two uprights with a little more than an inch per side to spare.
 
Thats why I don't do construction. Stop picking on CT state employees, they are just following the leadership that they have seen. A new hottub anyone, pickup at Bantam Lake. Ask for John R..
