For trimming the label prior to casting I use a razor blade. You'll want them oversized to make sure you cover the entire brass tube. Cutting them to an exact size will be a problem if you don't get them perfectly straight. For blanks already cast I use a pen mill or sanding jig.
 
Are you asking about cutting the label before it is applied to the blank or the trimming after it is applied to the blank?
Also are you printing your own labels / graphics?

Triming both ends of the blank before turning on my lathe and getting them square
 
there are several ways to accomplish that. I mostly use a sanding disc with a 90 degree jig and quit when I get to the brass tube.
