It is used in conjunction with casting to degas the resin prior to adding the MEKP. It minimizes your bubbles and can make bubble free casting a bit easier...
I just thought a heater was also desired. I know it will work without but I think it works better with one.

You can always just put hot water in it to begin with.
Your tap should come out around 110-115 by the time you cycle it and leave it set for all the bubbles to disappear a total of 30-45 mint. it will cool to about 100 that is what I pore at. A word of causation using PR if your not used to heating it you my have to reduce your MEPK a bit. It will set up faster with the higher temps.
