Steel, I'd use a 1018 (CR) rod. Easy to get and easy to machine. Will hold up very well in our applications.
Getting ready to turn bushings myself and will be using 304 and 316 stainless since I have a small boat load of it already.

O1 drill rod is also good for bushings, comes in sizes by 16ths of an inch. Most citys have a Fastenalll store, they have it in stock most of the time,.
