I bought a scraper at AAW. I didn't realize it was made of CPM 10V® (A-11) steel.

My question is, can I sharpen this on my standard white Norton 3X 120 grinding wheel, or will I have to buy one of the new CBN grinding wheels?

I don't think your wheel will last very long. But then again, you shouldn't need to do so much sharpening with that particular gouge. I bought a green wheel from Israel, I believe from Woodworker's Supply  for a price that let me keep my sanity. They have a good variety.

Unfortunately, a negative rake scraper cuts with a burr...and the burr only lasts for about three minutes of cutting before it has to be reground.

OK. I found some info on the net. Apparently I can sharpen the scraper on my Norton wheel. However if I get a gouge made from this kind of steel, I would have to get a CBN wheel.
