I use an inertia 3" sander I purchased several years ago from someone here. The velcro is coming off the pad and I would like to glue it back on. What glue would be best for this application. Epoxy and super glue dry hard so I lose the flexibility of the pad. Any suggestions? Thank you

I'm not familiar with the compatibility between brands, but it would probably be easiest to just replace the pad holder. Amazon has quite a few like this.

Since you asked, though, I would try something like this, or "shoe goo" that is made to be flexible. It's available almost anywhere. The only consideration is that there will likely be a difference between the degree of flexibility of the original adhesive and whatever you use.

I too would just change the pad but I if you want use an epoxy and no it will not be a hardened adhesive. It does have flexibility. You could also try contact cement. Heat is your enemy when it comes to things like this. They use high heat resistant adhesives for things like that as well as belt sander adhesives.
