Surely there's a way to clean out my bench dog holes without paying $40+ for a reamer tool. How is this normally done without spending the cash?

2nd for the forstner bit, especially if the holes are already in the bench. You could use a spade bit too but I have a hard time with those sometimesI used a Forstner bit to drill mine, it make a very clean hole.
