each have somethings i need to order PSI has a bottle stopper manderal and AS has the sierra pen kits.

In a word, no. The Sierra and Polaris are very different. Search the photo gallery to see pictures of each.

AS has a bottle stopper mandrel, too.

If you want to "non-stop-shop", AS also has bottlestopper mandrels, their "Carbara" pen is virtually a Polaris pen, and they have the Sierra--Penn State doesn't.

i am looking for this style of mandrel and sells sierra kits. can not find one that sells both.

If you have a drill chuck you do not need a special chuck for bottle stoppers. Simply cut the head off of a 3/8" bolt, use a couple of nuts for your stop, add a piece of scrap wood prior to screwing on the blank and you are off and running.

If you are wanting to get a drill chuck, check eBay. I got a 1/2" MT#1 Craftsman for a little under $20 shipped.
