Well, a pepper mill could be turned without using a scroll chuck. It would be much easier with a scroll chuck. It wouldn't even have to be a scroll chuck either. But I'd definitely want one to do the job.
I guess what I'm trying to say is this: When I first got started in woodworking, I didn't own a chuck of any kind. In fact it was a year or so before I could afford one. I made a lot of things without a chuck and I guess I still could. But I won't. In fact, I have 3 chucks now and am going to get another type in the next couple years I'm sure.
If you make waste blocks, mandrels, centers, and jam chucks, you can turn a lot of items.

CSU's crush grind instructions show how it can be done using only scrap wood jam chucks on a faceplate. So, yes it can be done without a scroll chuck, but it could be argued it is much easier with a scroll type chuck.
