Ok pen sleuths, I need to find out what pen kit this is.

Even if you can't find an exact matching kit, if you want to get close to reproducing it, you might consider kitbashing a PSI Classic Elite, Turner's Warehouse Classic, or other 10mm rollerball with a clip and finial from a Cigar kit.

Although it is more expensive and takes some careful finagling with turning bushings, I have become very fond of kitbashing the PSI Magnetic Graduate and the Exotic Blanks Diamond Knurl Rollerball kits into a hybrid because I like the Magnetic Graduate except for its cap/clip. I much prefer the style of the cap/clip of the Diamond Knurl. That and the fact that it can be disassembled and fitted with a custom cabochon.

It is the El Presidente. Last people to sell them that I remember was Lau Lau in Hawaii. There site mentions kits but I can't get to the page.

Seems Exotic Blanks have the El Toro, fountain pen version, but not the rollerball. https://exoticblanks.com/products/el-toro-fountain-pen-kits Mr Brown might be able to find the rollerball stashed somewhere or know where you can find them.
 
Problem solved! A guy came into the shop with the pen and said he lost the spring. someone gave him a spring and said it would work but didn't. The set up is similar to the Barron kit and takes a smaller spring that goes in before the refill. Once a found a compatible spring the problem was solved. Thanks for everyone's input.

FYI,
I bought these springs for just that same reason.
