Paint/decals

I've been copying photos and logos off the 'net and then putting them in Paint to transfer to decal paper.
But I've not found a ruler bar that is marked in inches or millimeters.
It would be convenient to set the size of the turned blank while still on the monitor.
Anyone know where that ruler bar is?
Or a program that will do that?

I am going to order the testors decal program and will need all of the info also I have no experence it the decal making so I too will be interested in all the help...................

I use power point, right click on the logo and you can adjust the size there where it says format picture..
