House service is 200a. Main breaker is out back. Inside panel is small and full. House is 10 yrs old.

Is it easier to remove some full size 20a and replace with 20a half-size breakers, thus making space for a 220v / 20a circuit?
The panel is sheet rocked into a chase.

The laundry room is on the other side of the garage. Electric dryer with a 30a receptacle. One idea I had was to connect a dryer appliance cord to an electrical disconnect box equipped with a 20a breaker. #10 4-wire sj cord would be connected to the disconnect and run to the lathe with a 20a / 220v receptacle.

Another idea was to surface mount, the current flush mount dryer receptacle, and run conduit through the garage wall. Connected to the surface mount box and a disconnect box with a 20a breaker on the garage wall.

Another option is to run a new line from the back main breaker. There is space for another line...

Any help will be appreciated. John

What I did (not the safest but works).

I opened the dryer (at back) and connected my heavy duty extension cord right at the power connection. Only down side, I cannot turn while using the dryer. Something for you to consider.
 
john, have you considered running a 40-60A subpanel from the main breaker? i don't know the distance from the main breaker to your garage or how many amps you have to give up, just and idea... also, you can replace some of the breakers inside with slimline breakers to free up some room to run a dedicated breaker to the garage for the lathe.

Electricians up here want oil field prices... I was quoted $900.00 for a sub panel, right next to main panel...[:0]:([xx(]

Was told wires were too short to remove old panel and replace with larger panel...:( Rewire the house! That was his suggestion![:0]

When I had my panel upgraded from 100 amp to 200 amp service in Caledonia, Wisconsin in 2001, the electrician simply used wire nuts to extend the wires inside the box and it was no problem. Your codes may vary. The Caledonia inspectors are notoriously picky.
 
Pull the main panel guts and as above use the old panel as a junction and run wire extensions over to the new 200amp panel. Now that being said you need to check to see if you have the correct service wire into your house from the pole and or the transformer. Also go to your local building permits office el. dept. and ask if your local code permits this. If they use the nationwide smart codes they may not.
