Make the rules Sticky?

A fairly new member just posted his own photo with the topic of slimline Contest. I was working on a pen and Cav saw it first and told him it would probably be disqualified. I have also responded. The pen was also just recently posted in SOYP. Would it be a good idea to make the rules for the contests sticky?

I plan to lock the topic and probably delete it tomorrow.

I'll push that to the archive tomorrow. We generally don't delete anything. We either archive (Hover over the icons.. looks for the tool tip that comes up and says "Archive Topic") or move it to a hidden forum we use as topic jail.
