If I had to guess, I'd say Pacific North West. Maybe along some of the island in the Alaska panhandle. That would make it most likely a White Cedar.

I would definitely like to see what a chunk of the root would look like. Seems to me that it was in the water for a while to have lost all the bark and such. It just might be worthwhile to try something like this it on the beach. My luck my gas can would be empty or the chain would be dull on the chainsaw!
