I assume it is dyed resin. What are the flake like materials in there and how/where do I get them?

If anyone can point me towards a tutorial on this I would be appreciative.

I believe those are crush blanks. My wife will cast a blank in the color she wants crushed and then take it outside and hit it with a 5lb hand sledge then cast the chips
