What photo program do you use?? I use the Microsoft Picture it program and in the side bar where I manipulate the pictures, there is a place that says "resize photo"... I generally go in there in the edit portion of my program and change the resolution if needed and then change the size of the photo...I use a 6" dimension on either the width or height... there's a box for maintaining the proportion that I keep checked so if I use a 6" width, the appropriate height will be automatically set.

Almost every program I've seen has this function.

There is a free download called "PIXresizer".

You put all the photos you want resized into one folder (folder A), then create another folder (picsresized-or some other name you will remember). Open PIXresizer, tell it where the pics are (folder A) and where you want them (picsresized) and BINGO--all resized-less than a minute.
 
I use free Photoscape. The resize option in the editor makes it super easy. Click on the drop down arrow and select 500. That is the size that works best for me on here. Sometimes I have to go to 400.
