Welcome to day 16 of the Daily Trivia Contest!

Call sign: Dr. Johnny Fever

License class: he took the class for his license at WKRP in Cincinnati

expiration date: WKRP expired back in the early 80's.

There were 64 participants and they were assigned the number that their entry was received in. The two random numbers generated were 40 and 45.

I google'd for his name plus "ham radio" which turned up what I thought was his call sign. Plugged that into a search here which confirmed it was the correct call sign, then dug the rest up on the FCC's site.

This one took a bit more work than most of the other daily questions.
