It's interesting logic on their part. I guess they want to get as much money now as possible, and to heck with what happens in the future. Sort of the same logic as giving everyone a government check even though the money is all borrowed and someone somewhere down the line will have to pay. It doesn't matter as long as the ones who did it are out of office by then. They also want to count on people forgetting about the stamps, collecting them, or having them destroyed before they are used, so that money won't actually have to be put towards services rendered. I get the feeling that we're borrowing from Peter to pay Paul. (Or something like that.)
