Hello
I am sure that some one here will be able to answer this.
If I run a dc motor that's rated at 12 volt on a lesser voltage such as 8to10 what effect will this have on the motor.

That is why they usually use DC on variable speed motors. Reducing voltage on an AC motor mainly just reduces the torgue and the power. To properly speed control an AC motor, you need to adjust the frequency of the power.
BTW, on a DC motor, the torque (and power) also drop as the voltage drops.
