Are you keyboard and mouse both wireless?

If so, reset the keyboard, then reset the mouse. Depending on which version of Windows you are running... XP expects you to reset both.
 
Defrag

If you are using a mouse with a 'ball" clean it if that doesn't help.
1. Run a disc clean to free up disc space.
2. Defrag
3. Turn power off for about 2 minutes (not just a restart) then turn it back on.
4. Check your Windows task manager and see what's running
5.. Look at what you have running at the time. I have a couple of programs that when I run them at the same time I get problems of one sort or another.
If none of that helps you probably have a driver issue and might have to reload the driver.
 
You may need to update the driver for the mouse then. Go into Control Panel then Performance and Maintenance then System then Hardware then Device Manager then Mice then click and update driver.
