Burl is damage to the tree in one form or another and so yes, the sapwood can be and is often affected. If the burl was started due to severe physical damage, then the sapwood will definitely be affected. If the burl is larger, and therefor older, then often the sapwood regrows around the damaged area, and returns to its original grain pattern

Cocobolo Charlie has 36 different varieties of wood and he says they are all Cocobolo . Ever notice every thing I post is Cocobolo to him. Perhaps I shouldn't have shut his head in the van door last year!
Eventually you will show a picture of Cocbolo and he will identify it correctly, We will all be soooo proud of him then.
