Is it possible to boil ice water?!?!?
Yes!!

Here is my chamber during the first vacuum test, and, I am boiling ice water. This is a actually a short video, and, I do not see how to upload videos. So the picture is not great, but, the ice water is boiling.
How do I upload videos???

The lower the pressure, the lower the boiling point.
At 14.69 PSI, the boiling point is 212 F
At 1 PSI, the boiling point is 102 F
At 100 PSI, the boiling point is 328 F
 
Was it actually hot and boiling? Or, were the bubbles just dissolved air coming out of solution appearing as if the water were boiling? A bit confused.

Here's a reference to what vacuum you would need to boil water at what temperature. I think you are seeing bubbles.

Yes, using high vacuum and an ultra cold condenser (-40 F) you can even sublimate frozen water. It's called freeze drying. As a student in college I worked in a dairy foods research lab and we did this very often with milk to dry it without harming the enzymes that were used for further analysis. Water liquid or frozen has a vapor pressure even if small, anytime the pressure is lower than the vapor pressure the mater molecules will migrate.
