I know that the fishing rod builders use a clear acrylic paint to afix the feathers to there blanks prior to sealing with their epoxy finish coat, I would think that would do the same here. Probably would need to make sure it is fully dry before casting over it.
 
The tutorial I read did not use any adhesive. The blanks were made long and the feathers were tied on at the ends using fly tieing equipment. After the blanks are cast the ends are cut off.

i have built a few fly fishing rods and did a fair amount of research in how to do feather inlays on rods

i dont know how the color preserver would react with the resin youd be using. but you shouldnt have a problem as it usually gets covered by epoxy

I looked through the pDF, but it doesn't say what product the guy is using to 'glue' them down....just say 'preserver'.

Do you know what the 'preserver' product name is?

You may want to type in your search engine " How to inlay feathers" you will get plenty of info on the subject. Rod builders have been doing this for years. Works the same on pen tubes.
 
Feather inlays

Hi, I've been building bamboo fly rod for a very long time. I use feather inlays on most of my high end rods. Jungle **** is the feather of choice. A little pricey. $250.00 for a full cape. The color preserver is a water base acrylic. Not really an adhesive. The links given are good. Make sure you soak your feather in almost boiling sightly soapy water. The small amount of soap get rid of the oils in the feathers. Make sure they have sunk to the bottom of your container. Pick the feather up with tweezers and dip it in the water based acrylic. Make sure the whole feather goes under in the solution. Pull out and place the feather on the tube. You will need to wrap the feather with same type of thread. 8/0 fly tying thread is what I usually use. Us enough wraps to make sure the feather is flat against the tube. I use masking tape to hold the thread ends on a wood dowel with the tube in between the dowels. After placing the feather and wrapping it with thread allow it to dry for 10 to 15 minutes. Remove the thread and repeat procedure for each feather. After have all your feather in place allow them to dry for two hours. Then apply three more coats over the feather. Allowing two hours between each coat. This procedure makes sure the feather stay in place. I also read a post where CA glue was used. Probably a whole lot quicker. The resin takes care of the rest. When I use CA I fight air bubble in my resin saver mold.
