This is a PSI Filigree pen in gold and black enamel. The blank is a polyester resin called Purple Spark from Woodcraft. I made this for my daughter-in-law for her birthday. She loves purple and this is purple! Great looking pen, if I do say so myself.

Cool. I'm sure she will love it. I always wondered about the Filigree kit. For some reason I thought the blank went under the cap and showed through the openings in the filigree, but it must not work that way. I might have to try one someday. I do like the 3/8 tube pens. - Dave

No, the cap comes as an assembly, with a painted metal tube under the filigree. I like the filigree on this one, it reminds me of watch parts. PSI also has a filigree kit called American Pride, that does require a colored blank under it. It's a pretty cool kit.

I forgot to mention, I painted the blank and tube, and colored the epoxy, but I don't think it was necessary.

There are actually two different "Filigree" pen kits out there. There's the PSI one pictured above, and then there's a less common version where the wood shows through:

Domestically, I've only seen this latter version at The Woodturning Store (where I stole the pic) and on various Etsy & Ebay shops - although I think I'd spotted them on a couple UK vendors in the past.
