Recommendation

I am new to pen turning and I am looking for recommendations as to what pen kit I should use to make tribute pens. I am looking for something that will show high quality as these will be given or sold to 9-1-1 dispatchers, police officers, and graduates from our Public Safety Academy.

Exotic Blanks sells a hardware called "Thank You"--I keep a few with me all the time, a few each made with Thin Blue Line and Thin Red Line. If the intent is for the recipient to use the pen as a "daily use" pen, then I suggest going with a click kit. Otherwise, the Thank You pen from Exotics is a good choice.

The Thank You pen in Chrome is a good choice.

I like the "Thank You" pen in gunmetal. It's become my go to pen for police officers.
